Good image using leading lines to direct the viewers’ attention. Sky with clouds is handled well, and image appears sufficiently sharp. The image could be improved by bringing up more detail in the right-side fence or guard rail. This can be done in lightroom (reduce shadows and perhaps the blacks). It does not have to be much.
The other question is the crop. Presumably the photographer wanted the top puffy cloud, however, try cropping the image halfway between the top two clouds or square crop. It could make a more dynamic image. However, it is your choice.
Does the title assist any viewer other than the maker?

Good leading line, difficult to decide if image is about clouds or about walkway. A dark image.
