The “old style” window frame is well seen and composed. It is a soothing image.

Presumably it is the interest and age of the window and frame, set against the living plant and flowers that drew the photographer’s eye.
With the tight crop of the window frame the photographer forces the eyes to go to the plant and flower, so if that is the objective of photographer it is achieved.
Lighting is very flat, without shadow; so the affect given is one of abandonment.
Suggest the photographer use some basic levels or curves adjustment to bring out some contrast in the image.
